Preparing Your Views For Adding Navigation Controls

When you create a Web Application project using the Starter Web Application template, Designer adds a header.view file to the project. The header.view file contains navigation and other elements that you want to appear on each page of the Web application.
Use an Import View control in each of your views to import the header.view into all new views that you create for the Web application. As a result, all pages in the application will have a common header that includes the navigation.

From the Project view, drag Project > WebContent > header.view into your view.
